The org-wide threshold and chain for approving configuration — a programme, a high-value redemption, a large recognition, a budget change. Authorising a monthly incentive payout is a separate governance event, and lives with the run.
Approving how a programme is configured is not the same as authorising what it pays out this month. Keeping them apart is why a rule change cannot quietly release money.

A named chain — Site / Programme Review to HMM HR to Finance to Final Authoriser. Asks: is this month's assessment correct and authorised to pay? Decided every period, against that period's totals.
